What is the current program status?
The Minnesota Department of Commerce maintains a live list of approved operators and whether they are accepting subscribers, enrolling soon, or keeping a waitlist. Check that list on the day you apply.
How does it work in Minnesota?

A subscriber is assigned to an approved garden; the next month’s Xcel bill reflects a credit based on that garden’s production.

The operator charges a percentage of the bill-credit value. Total subscription cost, including fees, cannot exceed the credit value.

For income-eligible households, subscription cost cannot exceed 90% of the credit. At least 30% of each garden is reserved for income-eligible households.
What should a renter verify?
- Confirm you are an Xcel Energy customer in Minnesota and the operator is on Commerce’s approved list.
- Request the standardized Contract Disclosure Form and compare more than one operator when possible.
- If claiming income eligibility, review the current area-median-income table and approved documentation.
- Confirm portability if you move; subscriptions can transfer only within Xcel’s Minnesota territory.
Watch for
- Residential subscribers cannot be charged an exit fee under this program.
- Operators cannot check a residential customer’s credit score or credit history.
- Enrollment status changes, so rely on the official Commerce list rather than a cached directory.
